Toronto parking rules

Near my school there is a street that you are aloud to park for free for a max of 3 hours. How do they know how long you have been there? My guess would be the marking the tire method but I have not noticed it on anyone's tires. Also if I leave and come back does the 3 hours start again?

Usually, they just go for a visual check, which is easily challengeable (the ticket is only $15 though).

As long as you actually 'are not parked there anymore' (i.e. you don't just move your car forward--you can go on the other side of the road, or on the next block) the 3 hours start again.

The 3 hour rule is actually Toronto-wide and does not require a sign. Another notable one that does not require a sign is no parking 2am-6am in North York only. Oh, and how people with handicapped passes can park almost anywhere (including full out no parking zones), and without paying for anything. I swore I walked through yorkville one night and 80% of the cars had handicapped passes. Tsk tsk....
