Sorry to bring it up, but how do we determine how many owners it had? When it says;"REGISTRATION EVENT/RENEWAL" does it mean ownership change or just a renwal of your sticker?

That rule does not apply anymore, 1988 and after needs to be e-tested.

Hmm, interesting. Didn't know this. So the rule is just simply any car 1988, or newer requires e-test?

That is correct, this is law. I think it was imposed in 2011.
