Some dealerships won't cover the rust issue, some say they will (but it depends as they state it, after an inspection for $175, I can inspect it right in front of their face and show them...look! it's a rust bubble. It's not rocket science)..

I'm still in talks with numerous dealerships as there is no consistency with this policy. The search continues.

Anyone know the deal on this?

Its no biggie, most " newer " bimmers, e36 and up years rust in relatively the same spots eventually. Corner of rear lights, middle of trunk latch, back corners and bottoms of doors, nothing new. As mentioned it is likely a fix will last but 2-3 years before you see it again.
