E46 cluster issue

I had just under a full tank of gas and I noticed today that it was full to the top. I did a cluster test and this is what I found. I unplugged my battery and now my fuel level shows as it should but upon doing a test, it does not do a complete sweep. Here is what is happening. Any thoughts?

Get PA Soft.. there is a feature where is resets the needles by physically maxing them out.
