Possessed Tach Issue

So I know someone is going to post that there is already a thread on this issue but I genuinely can't find the solution to this problem.

So I bought my E39 last November and when I bought the car the Instrument Cluster functioned perfectly. Then the Tach would start switching on and off on its own until it just stopped working all together a few months ago. Everything else such as temp, speedometer, fuel, etc. function perfectly. Just the Tach and MPG (Traction turns off too) stopped working. When I go into test mode All the needles move. Its just when i start the car the tach and MPG don't function at all. I can't figure out what it is and took the car to Chuck's BMW and he told me it was the The instrument cluster that needed to be changed. but here's my dilemma if all the needles move in test mode it can't be the tach. I own a 1998 528i 5-Speed and have a Low Res Cluster.
