Rusty Rails

My rails are rusted, so it is making it very difficult to jack the car. Is it possible to replace the rails? Or would it be easier and cheaper to just weld pieces on so that it can be jacked up. I am looking for places to do this kind of work in the Hamilton area. What kind of money am I looking at for either option?

mine also i have a 1995 e36 from the first half of 1995 now the side skirts are steel not plastic grey is it possible to change them or are they part of the car?
